In TFT Set 17, 3-star low-cost champions receive significant base stat multipliers that allow them to match or outscale 2-star 4-cost units. Understanding Shop Probabilities (Odds)

3. Level 7 Reroll (For 3-Cost Carries)

3-cost champions (like Ezreal or Veigar) require a massive gold commitment. Since Level 7 offers a 40% probability for 3-costs, you should slow roll here.
Execution: Level up standardly to Level 7 on Stage 4-1. Roll down slightly to stabilize with 2-star versions of your board, then slow roll above 50 gold. If you have low HP (below 30), do not slow roll; execute a "hard roll down" to 0 gold to hit your upgrades and survive.
